In a recent interview for Forbes Romania, Mădălina Berechet (Partner, Berechet Rusu Hiriț) points out that public authorities have failed to comply with their legal obligations under restitution laws; local and county commissions, town halls, and the ANRP have simply delegated the task to the courts. 

The result? Chronic delays, congestion in the judicial system, and an inconsistent legislative framework, with no real sanctions for authorities that fail to enforce decisions. 

This administrative paralysis not only creates risks for real estate investors, but also a considerable budgetary cost: according to Berechet, a significant part of the expenses involved in restitutions is vaguely reported under "other expenses."
